Convert the GUI build system and as much packaging as possible to use Maven.

Everything is converted except RXTX and jVFW. These need to have their native 
components bundled.

POM is complete and everything builds.
Moved non-central dependencies to Git repo and added repository line. 
Still need to figure out how to handle natives.
