Implement Programs into the site.

Backend steps:

[x] change News entity to Programs
[ ] Make CRUD routes for Programs
[x] Program content should include title, content, and a picture at least
[ ] Add tests for backend routes
[ ] Add API Client functions

Frontend ticket to come:

[x] Add /programs page that connects to Navbar link
[x] Implement page according to design
[ ] Add backend calls for programs to API client (base64 encode here)
[ ] Ensure Programs are loaded, stored, and typed appropriately
[ ] Ensure Admin view can only be accessed as admin (test this)
[x] Add frontend tests
