feat: adding navbar to Free Learning Resources page

Description There is no navbar in the Free Learning Resoures page and this is causes problem with navigating to the other pages in the website. Also, there is no dark mode button. In the home page the dark mode toggle is on navbar, so it would be a safe practice to keep it on navbar here too, for consistency

Proposed Solution

• Adding navbar same as the one in the home page, to enable the navigation and option to switch between dark mode and light mode
