Add language to make the DCO process optional #125

Per the discussion in #117 we are going to make the DCO process optional for projects following the code.mil initiative. This issue is for changing the language in the current repo (and on the subsequent web site).

NOTE: this is not the place to discuss whether or not to do this. If you have comments to add on that topic please add them to #117.

This is worked into the new code.mil website (launching soon-ish)
