Add nsacyber/CodeGov code inventory files #242

Title says it all!

This PR adds files derived from the nsacyber/CodeGov repo and the code.json file linked from there. The additions are made in response to email traffic.

agency: [string] The agency acronym for Clinger Cohen Act (CCA) agencies can be found through the CFO Act list, as CCA references the CFO Act. For example "GSA" or "DOD." Please use uppercase letters.

For each release, DOD Departments can be identified through the organization string field/property.

organization: [string] The organization or component within the agency that the releases listed belong to. For example, "DDS" or "NSA"

The current PR will merge all the NSA Cybersecurity as DOD organization OSS.

We are working to filter OSS on Code.gov by Departments and we'll use the organization field for filtering and representation of code by departments. https://code.gov/#!/browse-projects

Closing this PR. Per NSA/Code.gov email chain they will keep their code.json file on a nsa.gov domain.
