Add DoD CIO data call memo to assets for linkage to people #246

This one is pretty self explanatory, we need a way to send the data call memo link to people. The simplest way is to just add it to the Code.mil public assets. Note that this PR does not link to the file anywhere, intentionally - we can figure that out later.
