Move discusion documents under a folder #63

This will allow you to have a license and contributing.md for the repo which should reduce some confusion

Note that the Contributing.md might need some cleanup at the top, but I wanted to keep the git move atomic

Good idea. It addresses some of the confusion we've seen. I'll cleanup links right after this.

Kept LICENCE-agreement.md in place with a link to the Proposal folder due to avoid breaking links that are in press releases. This should be removed after a short period.
