A hanful of style and layout updates #28

I stumbled onto this repository and felt like giving it some :heart:, but before going wild I'm testing the water with this PR.

If you like this I'll contribute more in the future.

Header changes: -[x] Adds a favicon. -[x] Adds meta description tag. -[x] Switches to CodeForAmerica v3 stylesheet.

Footer changes: -[x] Replaces sponsor logos with transparent PNGs, and Google's new logo.

Other: -[x] Swaps the home page headline and map so that the map, juxtaposed with the navigation and logo bar, creates the appearance of a separate full-width pane. -[x] Changes a couple body sections to white so that the grey footer pane pops out more.

Thanks for the :heart_decoration: @chrisvogt Any help is welcome. I reorganized some of the js as well while I was in here reviewing your changes.

How did you hear about Code for All or this repo?

I found you through Twitter. I followed the link in the Twitter bio, was curious if the site was hosted on GitHub, and started tinkering when I saw that it was. ^_^
