Delete snapshots belonging to country where snapshots empty in GSheet tab #327

Fix bug in previous commit where I cleard the cosmos db / mongo db of all records. Should only delete snapshots belonging to countries where snapshots are empty. Added new function in SnapshotRepository class to remove snapshots filtered by 2-letter ISO country code or 3-letter ISO country code.
