Since Hampton Roads is composed of 13 different municipalities, and also there are several times more shelters splitting each handle up by place

The long term strategic goal is to work with shelters to get them to output their own twitter api tokens so we can setup heroku so they can post through their own twitter handles.

For this rather than creating multiple accounts, perhaps you could create deliberate # tags. i.e. #cutiesInNorfolk, #cutiesInPortsmouth all delivered by @cutiesinHR ---then a user could click a # for more trending info related to their area. This may be too late since you are already utilizing @CutiesInNorfolk ...but just another approach.

its not a problem, twitter names are malleable and can be changed or deprecated. The issue me and @lynnaloo were discussing was that there are so many animals (as much as 600 in a month per shelter) that one twitter feed would be just spam.

We are working with individual shelters to setup CutiesIn with their own twitter feeds but we dont have a solution yet for shelters without a social media prescene

I added the ability to pick a random pet from a pool of several shelters, so we could probably go ahead and create the @CutiesInHamptonRoads twitter account to tweet pets from all over the area.
