Adopt organizational repo standards #45

make repos easier to contribute to.

Have recommended guidelines across guidelines such as requiring

at minimum across repos.

The default license across CfA seems to be MIT last I checked. It's also the licence I prefer after some research a few years back. I would say in order of priority:

  1. get MIT licenses into every repo that doesn't have one (if there is a non-MIT in the repo already, that's fine)
  2. then improve our readme's
  3. archive old repo's we no longer work on by changing their description
  4. for larger more complex repo's, long-term we can improve documentation in code and in wiki
