Escribir documento de Bylaws #22

Como parte de los "bylaws"que tenemos que escribir, debemos de poner de manera oficial como es que trabajamos a nivel organizacional.

Habiamos determinado que utilizariamos los bylaws de Open Oakland como base.

¿@albertico cual es tu opinion sobre donde debería vivir esto? ¿Debería vivir aquí, en su propio repo code4puertorico/bylaws o en un Google Doc?

@albertico we need to start finishing this up. Where are we this?

We've decided to take another approach to this.

As a newly formed core team and a newly reinstituted brigade, we feel that it is still premature to come up with bylaws. Never the less we feel that it is important to start defining aspects of it as separate documents.

We will be creating a series of discussions to not only define what we think is needed but also to get the feedback from our brigade members. Exactly how to get this feedback is up for discussion since some people might find using GitHub a bit of a learning curve.

The goal is to end up with all the pieces necessary for official bylaws when we see that the brigade can take the next step to being more like a 501c3.
