My PC is an AMD Phenom II X4 3.4ghz (the 955B), a nVidia GeForce 560GTX and 8GB 
of ram.
I've 19fps of medium, 5 of minimum and 31 of max. It's strange.

you need to update your gtx 560 to   gtx 650 this well get you some good fps

Either try what Daven said, or run with -no_os_gfx on your haloce.exe's command 
line (just as you would -console, -window, etc). We don't support issues found 
in maps made by others. It's up to them to optimize the features of their maps.
