Add configuration file facility

As discussed in #39 and #40, we need a configuration facility for setting things like:

• the overall role (bus owner / endpoint) of mctpd
• mctp implementation parameters (eg., timeout)
• globals (eg., UUID)

This change uses a simple TOML structure, to allow future expansion for per-link settings.
