When too many people enter (in this case, bots) and there is no designated space for players, the tab spreads out and players' heads appear where they should not be

Tested on: paperspigot latest 1.8.8 AdvancedTabOverlay versions 1.2.3 and 1.3.0 build 151 default config

That is an issue caused by two things:

A MC limitation requires players to be listed in tabs to show their skin. That's why NPCs flash up briefly in tab lists.
If you use any kind of player Set that does NOT show at least all players from the same server as the viewer will it bug out because of the aforementioned limitation.

Your Server also seems to be a rather odd configuration as you seem to be online mode, yet bots can join-spam your server?

A possible fix of sorts would be to expand the tab to size 80, so that all slots are used up. That way can the tab not bug out when you also make the player set work as described before

It took me a while to rework it to work properly as I would like, but it works fine in the end.

And I still have a question if it is possible to add top 10 cash register support from the vault because I tried it and it does not work for me.
