Create issue template for github #157

We are getting issues added which are not being added to the project boards.

Create an issue template that says:

STOP! Do not use this method to create an issue. Please go to the Projects tab and add your issue to the appropriate board:

Business related issues should be added to the Business Tasks Project Board https://github.com/CodeDoesGood/business/projects/2

All other issues should be added to the appropriate team board: https://github.com/orgs/CodeDoesGood/projects

If you get a 404 when you click these links it means that you are not part of the CodeDoesGood organizational team. If you are a CDG volunteer please contact Peter Witham or Chris Myers for Github access. If you are not a CDG volunteer you may continue to create this issue, please do not delete this tag: @abbeyjackson

Because we work with Project boards instead of directly from the issue list if you delete that tag we may not see your new issue.

Planned to have this done this week but won't until next week.

@GrfxGuru not sure why but this was in the done column, just reopened it and closed the other one that you had made
