Add PULL_REQUEST_TEMPLATE #2

Pull request template help contributors in reviewing their PR before submitting as it includes some checkpoints which need to be completed before making a PR.

Solution

Make a folder .github and add a markdown file to it named PULL_REQUEST_TEMPLATE.md. Then add the checkpoints that a contributor should complete before submitting a PR. You can take references from google.
