Update error pages to be sourceAFRICA #70

The error pages located in public folder currently have DocumentCloud logo in the nav bar. We should change those to sourceAFRICA.

Tasks:

[ ] Fix stylesheet to link to https://assets.documentcloud.org/css/platform.css
[ ] Remove dc-logo class
