Update Help page icon colors

This PR resolves #90

Changes

In addition to changing the color of the icons, I noticed other opportunities for improvement.

• Create a fillColor prop in the Icons to enable future color changes if desired
  • Currently it defaults to the light blue text color
• Reorganized Help and HelpCard code structure and removed useState and useEffect hooks
• Created helpData to store all the text info for this page and the type interface
• Help imports the data from helpData and sets the information as props to HelpCard allowing for easier changing of text/info/icons in the future
• Move the icon components into a separate folder in /Help
