Add frontend repo to the docker compose.yml file #3

When running docker compose up want to start the front end for the project.

Added the PR https://github.com/CodeForPhilly/balancer-backend/pull/7 showing how all three can run together.

Next steps are to configure the django settings to use the db, and then add configuration to the frontend project to call the backend.
