Bump src-server image to Python 3.10.9 #540

Bumps src-server image to Python 3.10.9. This won't work with our pinned versions of pandas/numpy, but since we are removing them it won't matter.

Note: this depends on the numpy/pandas logic being removed from the code which is outside the scope of this issue.
