Draft: Clean up dead code

• Removes rfm logic logic
• Removes hit_create_scores API
• Removes pandas/numpy dependencies
• Removes pandas/numpy from requirements.txt

Remaining items:

• Finish TODOs for excel files in file_uploader.py. I wasn't sure if we still need the capability to load excel files so left that alone for now
• Update file_uploader.py csv upload logic to put data into a non-dataframe data structure
• Update Volgistics.insert_from_file so that it can parse whatever file_uploader.py puts the csv data into and insert it into the database.
