Request from FPC: Add Food Area Score and Additional Map Tab #16

Icon for tab is map Option to click on/off additional layers such as a food area score (from city of pgh GIS)

And, of course, add a layer for food area score!

Giovanni showed us a map he made that already does this, and it seems like it'd be feature creep to add this in to the Food Access Map, since it seems to be for policy makers rather than the everyday person looking for food. So we should just bring this up to the Pittsburgh Food Policy Council people when we see them again.
