update FMNP to reflect rules and represent GG; added rules documentation; minor repo clean up #106

  1. updated FMNP to reflect rules (see rule doc in 2. below) for farmer's market and green grocer (as this source has green grocer information, the previous green grocer information was also deleted)
  2. added rules documentation per Drew/my conversations with PFPC in 2020
  3. fixed filename for food bank data to not have the word "OLD" in it; updated last step of auto workflow to turn off the quotations in the write.csv call
