Create initial draft of API documentation in the framework developed.

website is here: http//agriapi.developdigitally.com , if people want to edit the docs I can create user accounts. I'll work on the documentation this week.

Basic documentation is here: http://harvestapi.developdigitally.com however we should build this into the django project itself and not have a separate website for the documentation.
