This PR moves work from our dev/staging environment (master) to production (gh-pages). It includes:
Moving the site to Jekyll 3
Removing links to the Code for Tucson Google Groups, and instead directing people to our Meetup discussion page since no one is using the google group anymore
Moves projects from a yml-based structure to collections, which makes them easier to read and maintain, and lets us use styling in the project descriptions.
Includes JS libraries to fix hamburger nav at small sizes
