Presumably, "Help, I'm locked out by mistake!" messages are higher-urgency than clarification questions. And if multiple people are proctoring, they should be able to easily pick out messages sent by students who are locked out...
When the student is locked out and sends a question from the lock out screen, maybe we can mark the message as urgent and show it as so in the proctoring workflow.
