bazel: Run all formatters with Bazel #693

This speeds up the format script and reduces the number of tools developers need to have installed locally.

The CI failure will be fixed by https://github.com/bazelbuild/bazel/pull/17947. If it doesn't get merged soon I will look into workarounds.
