Fix All Recipes/Search page banner responsiveness

Scenario:

• Search page banner is responsive in all views

  Given:

  • I am on the search/all recipes page

  When:

  • I enter am in any other view than desktop view

  Then:

  • The search banner should be responsive

Currently experiencing a blocker with this issue. I've communicated this with the necessary person and will get back to it when the block is addressed.
