Fixing on-hover in Tags dropdown

SCENARIO:

The light blue on-hover effect stays where the mouse is just like in the Ingredients dropdown

GIVEN:
- I am on the 'All Recipes' page with the filters overlay open
WHEN:
- I am scrolling through the Tags options in the Tags dropdown
THEN:
Search the light blue on-hover effect stays where the mouse is
