Phases out the old config_options.py, which basically hard coded everything, and integrates @asclines' new configuration which uses an XML file to specify settings.
Currently does not accept user input to specify which configuration to use, instead, assumes that "config.xml" will be used. Throws an error if "config.xml" does not exist.
