Create fixture for Hawaii public bodies #34

As a person working on the site, I want to be able to import a list of Hawaii public bodies so that the end user can make a FOI request.

Note: Please export the fixture using the django manage.py dumpdata command with --indent=2 for readability.

Used --indent=4. Checked in 7b1c00e946f0338639580268961b39b9212c122b
