2021-11-28: Simplify and document how to adapt to a different county

The current code is tied in multiple ways specifically to Buncombe County, e.g.:

• The words "Buncombe County" show up in translation files and the index.html file
• URLs to the state system are constructed with the Buncombe County code (100)
• Certain information (e.g., times and conventions for district, admin and superior court noted in reminders) is specific to Buncombe County practices and would need to be changed for other districts.

There is interest in other counties in a system like this, but it is currently challenging to adapt to a different county while maintaining the same code base. This task is two-fold: (a) make it possible (and straightforward) to convert to a different county while sharing a codebase and (b) create clear documentation on how to do it.
