10/18/2021: Add development endpoint in Heroku #70

Feature Request

Now that we are actively sharing the signup site with the public, we need a development endpoint to push changes to before they're ready for production. We don't need a special domain/URL for this one - just a separate installation of the Heroku dyno, Postgres DB and scheduled actions built off the development branch of the repo.
