More user-friendly merge interface

Definitely not a required feature, but it would be nice to have a dropdown / autocomplete to select the child issue, rather than copy and pasting the ID.

If it's just a dropdown, we've had success using the "Chosen" plugin to make searching easier. Could also be used for the "tag" interface.

Alright, this is done. Can be improved by excluding the current topic (no self merging).
