Background

Based on #141 . If the candidate goal is not reached, follow these steps for chasing candidates.

Acceptance criteria

[ ] All eligible (cloud completers) candidates are contacted
[ ] Recieve Yes/No/Maybe from 80% of eligible grads
[ ] Contact first via slack channel -> Dm -> email -> call
