Feature: convert to hugo module

[x] Register PD as a Hugo module
[x] Rename /readme blocks to /index blocks
[x] Rewrite PD block code on curriculum site to mount a module instead of using the readme blob api
[x] Rewrite the CMS to produce headless index blocks
[x] Rewrite the PD site to show blocks instead of pages
[x] Mount PD into all the various sites as a module
[ ] Rewrite all the block calls to call pd/local instead of http links
