Update LDN cohorts LDN8 on Dashboard #759

Background

The dashboard team created this functionality some time ago and needs to use it to ensure it is useful. We will start with cohorts ending 2023/34 and address older cohorts later.

Acceptance criteria

[ ] All LDN applicants on the dashboard who meet the criteria above are assigned to a cohort.

Blocked - I created the cohort on the dashboard but accidentally called it LDN7. We cannot change it yet; however, that is a feature in development in the dashboard team.. Also see #temp-feature-736-change-itd-close-date on slack

Demoting to Backlog for now and will pick up after feature implemented.
