Implement Visual Indicators for Commenting/Approving/Reviewing on the Dashboard (Eyes)

Description: To improve transparency and reduce confusion about who is responsible for commenting, approving, or reviewing submissions on the Dashboard, a visual system (such as "eye" icons) will be added. This feature will show who is actively reviewing or has reviewed a submission, making it easier for volunteers to track progress and avoid duplicated efforts.

Acceptance Criteria:

• [ ] Add visual indicators (e.g., "eye" icons) to the Dashboard, showing who is currently reviewing or has previously reviewed/commented on a submission.
• [ ] Ensure that the visual indicators are linked to specific steps and are visible to all volunteers assigned to a particular region or step.
• [ ] Volunteers can easily assign themselves to a review by clicking the indicator.

Dependencies:

Dashboard development to integrate this feature. Testing to ensure the "eye" indicators are functioning across all regions and steps.
