Minimum: 4 weeks

2 hours per week, with crunch times on day 1 and day 25
Numbers (reasoning)
The steps get gradually larger, so the first 2-3 steps can be completed on the first day
The next step is likely to take 2-7 days
The final steps takes 1-2 weeks
The two peak times for ITD step review therefore will feel like:
Day 1-2 (steps 0,1,2)
Day 20-25 (4,5,6)
But step 3 is actually the largest time needed.
How long does it take: ~36 hours per 100
A completed ITD will take ~2 hours of review start to finish. 100 applicants will take in aggregate something like 36 hours to review. 5 volunteers can handle 100 applicants. This is because attrition is high and loaded towards the beginning.

How many people do we need: 5 per 100
Let's say for 100 learners we need 36 hours of step review and so a healthy number would be 5 people globally committing 2 hours each per week for 4 weeks.
For 1000 learners we need 360 hours, so 50 people if they are all new joiners, or 25 experienced reviewers.
What does 'enough' look like
No step goes unreviewed for more than 1 week
All steps 5s turned in by day 21 are reviewed by day 25
