Background
On #31 we did a first iteration using the Communication competency as an example of how we could allocate milestones by identifying what is good and what isn't. We need to do the same work for all other competencies.
This ticket is dependent on #41
Acceptance criteria
Add the milestones for all Confidence coursework (Emerging - Level 1, Developing - Level 2, Established)
Evaluate if changes are needed to the coursework and raise other tickets for it.
