Finalise PD Milestone for Communication #47

Background On #31 we did a first iteration using the Communication competency as an example of allocating milestones by identifying what is good and what isn't. We need to finalise this after all coursework has been brought into the test coursework planner.

This ticket is dependent on #41

Acceptance criteria

  1. Add the milestones for all Communication/English Language coursework (Emerging - Level 1, Developing - Level 2, Established)
  2. Evaluate if changes are needed to the coursework and raise other tickets for it.
