Spin off from 479

PLAN How to set up the team, how to organise taking tickets -- in JS3 they complete a PD project dry run of this and I'd like us to follow their lead or if pos get them to own this part and we can lend them 4 hours of our time.

@esma-g , this one seems to be similar to your JS3 content. Would you like to give it a go? If not, that's ok, just let me know.

@kfklein15 I read "everything". I'm not sure what I'm supposed to do but drafted this doc for the planning part of the project. You can find my suggestion under the Suggested heading. I suppose this will go under the Prep section of the Product page.

Let me know if I got it all wrong :D
