Add Concept of "Managed Tags" and "Managed Characters" #10

All of these sites will have their own adhoc set of tags. HF especially has free hand tags by the author and little consistency.

There should be a set of Tags/Characters known to Shisho which we can reconcile against. These are the ones which we will index on.
