Map filters aren't working

When submitting the search form on the map it just sends you to the service requests index view without filtering anything.

It should filter the reports and send you to same map view.

To-dos:

• [x] Fix filters
• [x] Redirect to the dashboard map view
• [x] Change filters order: search for ID on top of the map and the other filters to the bottom.
