Add landing page #93

Reporte Ciudadano has a landing page with pitch, fork me on Github ribbon, and social media buttons. Adds Codeando México logo at footer.

Qué les parece el modelo Gitlab.org + Gitlab.com ? Sería muy interesante aplicar esta filosofía para Reporte Ciudadano. @wilhelmbot @kurenn @eddie-ruva

El de Gitlab me parece que esta excelente, muy limpio y buen distribución de elementos, y obviamente voto por user furatto, pero la version 2, is coming!
