[Concept Entry] Subject: performance tuning in sql

We would like a new term entry on the Performance Tuning in SQL. The entry should go in a new file under docs/content/sql/concepts/performance-tuning/performance-tuning.md

The entry should include the following:

• A description of the term
• Factor affecting the speed
• Ways to improve the speed
• Tools that can be used to improve the speed
