[Term Entry] Python built-in functions locals() #5116

We would like a new term entry on the locals() built-in function in Python. The entry should go in a new file under docs/content/python/concepts/built-in-functions/terms/locals/locals.md

The entry should include the following:

@SaviDahegaonkar it is my first time doing this yes. I'm going through Codeacedemy's git course and it's something I need to do.

Here's hoping I do a good job.
