What issue is this solving?

Closes #332

Description

Allows Code Counselors to use the timeout command, bringing it in line with their ability to timeout users using Discord's in-built tools.

Any helpful knowledge/context for the reviewer?

Is a re-seeding of the database necessary? No
Any new dependencies to install? No
Any special requirements to test? Test with and without CoCo role.
- (e.g., admin perms, alt account, etc.)
