fix: update php requirements #16

This PR updates the version requirements

Remove php requirement
Relax codeception requirement to not reference a release candidate
Relax dependency

FYI: I did not test this at all, but am depending on the automated tests to confirm it works. I've also checked the changelog of php-amqplib to confirm that no backwards incompatible changes were listed. I think we could go further and fully drop the 2.10 version of the library.
